The range 100-499 is not reserved for local UIDs. It is reserved for
future system accounts, if LSB will need it and UIDs below 100 are not
enough.

LSB says nothing about which UIDs are local or reserved for NIS.
All users should be above 500 and it the job of the sysadmin which
ranges he reserves for local users and NIS or NIS+ or LDAP or
whatever else exists.
