I made a preliminary proposal for /etc/inetd.d/ a couple of months
ago, check the list archives. Also, I went through the trouble of
modifying inetd in GNU inetutils (in CVS) to support that proposal so
there would be at least one open source implementation. Of course,
both may still be modified...
