There is no problem for gopher to serve HTML with CSS. But why would
you want to do this?  Plain text can be easily styled using spaces and
new lines. ;)

Neither running CGI on the server side nor the rendering of content on
the client side have anything to do with the protocol itself.  Any
modern web browser can display CSS-styled HTML regardless of its origin.
