How about the *first* TITLE as opposed to the first *line's* TITLE? This
allows the situation of

1>  Previous menu

    My Title<<  TITLE

    Lorem ipsum etc.

to work properly.

Because I was lazy :-). Mosaic's gopher handler is a streaming one which means that I'd have to buffer an unknown number of resource lines looking for the TITLE....

Anyway, my original proposal did say that it "should" be on the first line, not that it must be...
