Gopher is only a transport mechanism.  It is totally neutral in regards to file naming.  As long as the file contains legal characters, anything goes.
 
BTW:, file name extensions are indeed a convention in UNIX

Your proposal most likely needs some tweaking before it gains the
consensus of the community. For example, filenames on Gopher don't end
in .TXT.
