After an update within trixie, with p-u enabled, I get an endless loop of:

W: Tried to start delayed item http://deb.debian.org/debian trixie-proposed-updates/main amd64 fonts-opensymbol all 4:102.12+LibO25.2.3-2+deb13u3, but failed

I have to manually ^C this.

As etckeeper has already committed at that point, I think it’s dpkg,
but may be apt as well, please reassign as suitable. Also Cc’ing SRM
and maintainer of the package.
