Thanks for the explanation and the suggestion, I am going to request
this removal in the coming days, when I have a bit of time to learn
about the formal process (until now I thought RM bugs were only for
source packages).

The new package mono-libraries does indeed fulfill everything that
libmono-corlib4.5-cil used to provide, as it is actually that same
package under a new name.
