I’m not sure to get what the request is here.

Would it be to build transitional packages for each and every one
of the library packages that are now provided by mono-libraries?

This I won’t do, merging these packages together was done to reduce the
amount of binary packages I have to handle. Generating transitional
packages for all these dropped package would revert that benefit.

This is describing a real problem: libmono-corlib4.5-cil is not supposed
to be available, as a real package, from Debian unstable. It is no
longer built from the current mono source package.
