Bug#1114810: apt-get build-dep wrongly pretends unmet dependencies

Dear Maintainer,

In a clean schroot environment with unstable, I try to run

apt-get build-dep .

on package

https://deb.debian.org/debian/pool/main/k/keepass2-plugin-keepassrpc/keepass2-plugin-keepassrpc_2.0.2+dfsg2-3.dsc


This leads to:

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable

 builddeps:. : Depends: mono-devel (>= 6.14.1+ds-6) but it is not installable or
                        cli-common-dev but it is not installable

Please note that building the package works:
- locally (with sbuild), I also tried locally with sbuild+aspcud resolver, and
it built fine as well.
- on Debusine https://debusine.debian.net/debian/developers/work-
request/167461/
- and in the archive
https://buildd.debian.org/status/fetch.php?pkg=keepass2-plugin-
keepassrpc&arch=all&ver=2.0.2+dfsg2-3&stamp=1757401952&raw=0
