How is one supposed to have a working system that way?
apt offers a solution for the request you are making. You have to
read and understand the solution before accepting it.

No solution is offered and having this as default (since there is no interactive environment) should considered to be a bug.

You cannot pass "-y" (= accept) and then complain that the solution is not acceptable.
