Bug#1100397: apt: Changelog unavailable for package (when not latest version)

When installed package is not latest version and index is out of date, "apt
changelog <pkg>" fails as below:

Considering "apt" as package (installed=2.9.32, update=2.9.33)

$ apt changelog apt
Err:1 https://metadata.ftp-master.debian.org apt 2.9.32 Changelog
  Changelog unavailable for apt=2.9.32 (404  Not Found [IP: X.X.X.X 443])
Error: Failed to fetch https://metadata.ftp-

After "apt update", it works showing 2.9.33, 2.9.32 etc. in "apt changelog".

Expected behaviour:

It should not throw error.
