Switch to sqv breaks apt-secure overrides

Recently filed this Bug#1092747 on the BTS and discovered the Bug#754809 where DMARC p=reject prevents subscribers from being notified (which was fixed for debian-lists).

So this is simply a notification email that the switch to sqv has broken existing apt features to allow insecure repos. Please see Bug#1092747.

The change prevents insecure repos from updating unless a global sqv config is put in place which degrades the security of the entire system. So whether or not the workaround is applied system security may be impacted.
