Bug#1088222: python-apt: Stop using apt-key

Your package fails its autopkgtest with apt 2.9.14+noAptKey1 in
experimental as it seems to be running apt-key, which is no
longer available after having been deprecated for for the
past 4 years.
Please replace the use of apt-key with explicit Signed-By
using an embedded key in deb822 .sources files, or referencing
a key file, either armored with .asc extension, or binary
(as created by gpg --export) using the .gpg extension.
