I've found the problem.

First I use apt-file since years without a configuration file.

apt-file left a configuration file.

/etc/apt/apt.conf.d/60disable-contents-fetching.conf

I see a changelog entry in apt-file 3.1.4 about a typo in this file
but nothing related of the removal of this file.
