Problems in repos aren't bugs in APT, even if the repo were an official
Debian one (which this isn't).
In any case, APT is perfectly correct in this instance:

There is no Release file present there, simply what I assume is an
incorrectly placed symlink (it's hard to be sure, because attempting to
fetch it results in a 403).
You'll need to get the Raspbian admins to fix their repo, or wait until
they do. There's nothing APT can do here.
