I used aptitude to update the system.
* What exactly did you do (or not do) that was effective (or ineffective)?
Aptitude was OK but reported this.
debconf: delaying package configuration, since apt-utils is not installed
* What was the outcome of this action?
Given that apt-utils is installed, puzzlement.
* What outcome did you expect instead?
With apt-utils installed it should work as intended rather than cause
a report of absence.
