Bug#1028339: apt: Fails to upgrade when a package is broken

Dear Maintainer,

libfplll8-data is broken because it tries to overwrite a file of
libfplll7-data.
Actually, I have to remove libfplll7-data with apt autoremove (it is obsolete),
but I can’t because apt remove libfplll7-data tries to repair libfplll8-data,
that is broken. libfplll8-data is broken because libfplll7-data is installed
but I can not uninstall it.
This is a vicious circle.
I suggest that apt keeps on installing and configuring packages that are not
broken, or at least that it uninstalls the packages that causes this mess
(libfplll7-data here) before upgrading the package that will be broken
(libfplll8-data here).
