I was able to recover fully from this by using dpkg to install the previous 2.1.15 versions of: apt, apt-utils, libapt-pkg6.0

No other packages were upgraded or removed today.

With the 2.1.15 version of apt, apt-get install/remove and reportbug work perfectly again.
