Bug#951906: python-apt: Please provide apt_pkg.Cache.upgrade() option to also install new packages

Dear APT Maintainers,

Apt.Cache.upgrade(dist_upgrade=False) currently has two modes, one
allowing only upgrades, one installing new packages and also allowing
removals.
I'd like to use this function in unattended-upgrades allowing
installation of new dependencies, but not allowing removals.

Please consider supporting this upgrade method, too.
