Thanks for your bug report.

libecryptfs-dev Is not actually uninstallable, the core problem is that 
you have libssl1.0-dev installed and apt fails to find the solution to
solve the dependencies:

# apt-get install libtspi-dev
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

 libtspi-dev : Depends: libssl-dev but it is not going to be installed

The other direction works:

# apt-get install libh323plus-dev

  libssl1.0-dev

I expect a lot of people will run into this bug during the lifetime
of stretch.
