Bug#841997: ftp.debian.org: remove headers from Contents files

Package: ftp.debian.org
Severity: wishlist
X-Debbugs-CC: APT Team <deity@lists.debian.org>

Some of the Contents files (but not all) have a plain text header in
them with documentation explaining how to use the files.

It isn't very useful to include plain text documentation inside files
that are machine-readable. Such documentation should appear in the doc/
directory instead if it is to be documented within the repo itself.

Removing the header might make #676642 in apt-file easier to fix.

These files in the dak source appear to be the source of the headers:

config/debian/Contents.top
templates/contents
