"Nowadays" you can call 'apt clean' and various others just fine
althrough the manpage doesn't mention them as the commands are rather
special propose – especially as in 1.2 the 'apt' command will
automatically remove the .deb file of a package after it was installed
(by default, see NEWS file).

Anyhow, the feature talked about here is implemented in:

apt (1.1~exp15) experimental; urgency=medium
