apt-get update stuck at 0%[Working]

Hello apt developer. I have been using the Fink Project ports of Linux packages. I have had several long message exchanges with their developers for a critical failure of apt-get communicating with their servers. I have also Googled and read everything I could find about such problems with apt-get, without resolution. I have searched the Debian mail lists archives and found nothing relevant.
What is happening: When I run "apt-get update" it gets as far as printing "0% [Working]" and just hangs. Fink sets up apt to use the http method to download from their distribution servers. There is absolutely no problem with my network connection to these servers. I can download packages at will using curl. What I see is that apt-get executes the http program ( lib/apt/methods/http). Using a debugger and attaching to that process, I can see the program gets stuck after calling [libapt-pkg] WaitFd().
Another observation I can report is that on rare occasions, apt-get update works exactly as expected without any delay or other problem.
Have you seen this before? Do you have any suggestions or advice about what could be going on and what I could do about it? Thanks very much for your time and assistance.
