After upgrading to apt 1.3~pre2, the apt-key does not work. It complains gnupg or gnupg2 not found.
This is especially when running in a bootstrap environment that gnupg or gnupg2 is not installed.

This is expected. That's an optional functionality, and you need to have the recommends
installed for it.

Apt recommends gnupg | gnupg2 which is the correct choice so we can build minimal environments
without pulling in the whole GPG stack (agent, other daemons).
