Bug#830696: apt-key requires gnupg or gnupg2 in apt=1.3~pre2

Package: apt
Version: 1.3~pre2
Severity: important

Dear Maintainer,

   * What led up to the situation?
After upgrading to apt 1.3~pre2, the apt-key does not work. It complains gnupg or gnupg2 not found.
This is especially when running in a bootstrap environment that gnupg or gnupg2 is not installed.

   * What exactly did you do (or not do) that was effective (or ineffective)?
     steven@debian-TU:~$ apt-key list
Error: gnupg or gnupg2 do not seem to be installed,
Error: but apt-key requires gnupg or gnupg2 for this operation.

     steven@debian-TU:~$ dpkg-query -W -f='${binary:Package} ${Version}\n' apt
     apt 1.3~pre2
     steven@debian-TU:~$ dpkg -l gnupg gnupg2

     un gnupg2 <none> <none> (no description available)

     * What outcome did you expect instead?
Apt should depend on gnupg or gnupg2.
