(general answer, not specific to any project on the Debian list) Just follow the four steps listed at the top of: https://wiki.debian.org/SummerOfCode2016/StudentApplications The second step will lead you to an editing form for a new wiki page which includes a bunch of questions you should answer. Some of them are simple, some will require you to write multiple paragraphs. You can also sneak-peak at the proposals from other students to get an idea about the questions asked. Given that the GSoC deadline is approaching fast I would highly recommend joining the IRC channel related to the project for more specific questions – and/or join #debian-soc if you feel lost as that is the general student and mentor hangout for GSoC (and Outreachy) in Debian, which can surely help you out as well.
