Apt-setup was a great tool to handle the sources.list file. It was part
of the base-config package, but that package was deprecated (along with
the apt-setup). Please include this tool with the main apt package (or
with the apt-tools). (This will probably a good solution for other
whislists against the sources.list handling.)

Well, nine years of not merging it speak a clear message I guess.

Also, with httpredir.debian.org, who needs to manually check mirrors
nowadays, right. ;) [and there are replacements for it for people who
really do like apt-spy].

I am therefore closing this as wontfix.
