I'd like to merge Conectiva's RPM support in order to minimize the
divergence.  Unfortunately, their diff is enormous and implements many
features other than RPM support, some of which are not practical to merge at
this time.  I'm opening this bug as a place to copy discussions on this
subject and keep track of the merge status.

I'll close this bug now, there does not seem to be any chance that we'll
ever have an RPM backend. If the RPM community is interested, it's their
job, and they need to provide the patches.
