Apt itself could provide 2 choices, namely keep archives or run "apt-get
clean", and even a third to ask the user, ala dselect.

Additionally, other packages may want to provide alternative behaviours,
like running apt-move.  This could be handled by the debconf scripts
somewhat like the window-manager example in the debconf tutorial.

While this might be an interesting idea for an apt frontend, given no
activity for it for 14 years I presume nobody has an interest to
implement this in the context of apt – that kinda belongs into a new
frontend based on apt instead.

I am therefore closing this as not a bug in apt.
