Of the contents of /var/lib/apt on this system, *only* extended_states is
legitimate to have in /var/lib.  Everything else should be in /var/cache.
The primary files are the lists files, which if I run `rm -rf
/var/lib/apt/lists` can be easily recreated by running `apt-get update`.

This is an issue for backups since things in /var/lib are things that
should be backed up, while /var/cache doesn't need to be backed up.

*IF* you have a network connection (and all your cdroms and other
sources), which even if available might be very expensive to use just to
be able to check the description of a random package…

Also, we store state with the lists file, in particular then your last
update was, which sources are authorised and so on.

Then, there is the explicit mention of /var/lib/<pkgtool> in the FHS.

Looking at some other things in there I have my doubts apt is the worst
"offender" btw. It just doesn't work you envision it to be it seems…

And last not least thousands of tools who have hardcoded this place to
reuse our files as downloading them themselves is too costly.

So, somewhere between wontfix and not-a-bug, therefore closing.
