apt-get install ... mysql mantis

wants to built a mantis database - so it seems - before mysql has been started.
Here is the error message:

That looks like a problem in the packaging, specifically missing
dependencies or just incorrect maintainerscripts… at least there is no
apt error we could deal with anywhere to see, so I am closing this as
non-actionable/reproducible.

Feel free to reopen if still reproducible of course, but I would expect
a bug about such an issue is better reported in the specific packages
involved.
