Bug#97760: marked as done (libapt-pkg-dev does not include a .a version of libapt-pkg)

Policy section 11.2 says that all lib-dev packages must include a .a.  This
package doesn't.

Since this violates a must, the severity is set to serious.

We have no plans to add them, and there is no need for a static library,
so I am closing the bug.
