They are provided by bash-completion (for bash), by zsh, by fish, by … Supporting every shell in the universe seems a bit counterproductive and hard to do given that most people only know and use a few… and even the few shells I know and use (which is just zsh for me) I wouldn't call myself experienced enough with to write good completion scripts for. So-so scripts maybe, but good… Long story short, currently we rely on the shell (completion) maintainers to implement completion script as those are the people who know how to do that efficiently. This is therefore not a bug in apt – and a bug reported already in bash (with a patch) (from Michael even). So, not a bug in apt (even if it effects [some] apt users), hence closing.
