Looks scary, like our little modem will be facing a multi-megabyte download:

# apt-get --print-uris update
'http://linux.cdpa.nsysu.edu.tw/debian/dists/sid/main/binary-i386/Packages.bz2' ...

But in reality all it is going to get are some Diffs.
# apt-get  update
Hit http://linux.cdpa.nsysu.edu.tw sid/main Packages/DiffIndex ...

So maybe the output of --print-uris should reflect that. Or maybe it
doesn't really know at that stage.

P.S., what I'm really looking for is an -o option to not have the
Diffs removed. I want to copy them to another machine offline, without
having to copy the whole packages files.
/usr/share/doc/apt/examples/configure-index.gz doesn't mention any
such option.

We can't do that, we don't have that information available.

We don't want that. Use a proxy or copy the entire index.
