The internet says this header is a mistake[0], but anyway, nowadays keep-alive is our default all the time, even for HTTP/1.0 servers, which wasn't the case earlier which is what was probably the problem back then as your proxy declared itself HTTP/1.0 and as apt doesn't support this header it assumed close. I don't think we need should support the header and the world moved on to keep-alive by default anyway, so we would have the right behaviour now anyway. Hence closing as done.
