This bugreport unfortunately lacks an considerably amount of detail to be actionable, especially now 7 years after the fact, but given that KDE and GNOME have a high popcon count I presume it isn't removed for everyone all the time… So given that this is unreproducible (and hopefully fixed in the meantime) I am closing this bugreport, but if this is still reproducible feel free to reopen it of course!
