Bug#485881: marked as done (apt-get --no-install-recommends does not override APT::Install-Recommends-Sections)

Well, its the point of this configuration option to install recommends
for these sections even if recommends installation is disabled in
general… also, nowadays this list is empty, so the user will has it set
by themselves.

So, as it works as designed, closing as not a bug.
