Package: apt Version: 0.7.14 Severity: normal apt-get --no-install-recommends disables the behaviour of APT::Install-Recommends, but does not disable any configured APT::Install-Recommends-Sections. This is rather perplexing to users who don't understand the details of how APT manages its configuration.

Well, its the point of this configuration option to install recommends for these sections even if recommends installation is disabled in general… also, nowadays this list is empty, so the user will has it set by themselves.
