APT can't work with broken systems; this is by design/choice as this would blow up the complexity even more. It is also unanswerable for a machine if gnokii is important from a user point of view or not (for a machine a desktop enviroment is hardly important, for a user it might or might not for example) and what the failure in the postinst means. Maybe its an unimportant package, but it can still install e.g. init scripts and if those aren't setup probably the system is unbootable… Also, packages have these kind of bugs usually only in unstable, which is used by experienced users who should be able to deal with this kind of breakage. Long story short: There isn't much we can do about it, which is why this bug is still open and it would still be open in 20 years without any action and as unactionable bugs are bad bugs we can achieve just the same by closing it: no action.
