This machine was installed last year and is running testing since. For
a time, I was wondering why /var/cache/apt/archives was not growing as
it did on other (older) machines. After searching I finally nailed it
down to 
-rw-r--r-- 1 root root 14918 Jun 30  2011 /etc/cron.daily/apt

(I removed the executable bit to verify that it was indeed the cause).
Ever since I did this, no longer files are deleted.

I never touched this file and /etc/apt/apt.conf.d/02periodic does not
exist on my system. According to the comments, nothing should be
deleted automatically:

#  APT::Archives::MaxAge "0"; (old, deprecated)
#  APT::Periodic::MaxAge "0"; (new)
#  - Set maximum allowed age of a cache package file. If a cache
#    package file is older it is deleted (0=disable)

#  APT::Archives::MaxSize "0"; (old, deprecated)
#  APT::Periodic::MaxSize "0"; (new)
#  - Set maximum size of the cache in MB (0=disable). If the cache
#    is bigger, cached package files are deleted until the size
#    requirement is met (the biggest packages will be deleted
#    first).

#  APT::Periodic::AutocleanInterval "0";
#  - Do "apt-get autoclean" every n-days (0=disable)

(But looking closer, the comments seem broken, e.g. Dir::Cache
"var/apt/cache/"; is clearly wrong)

Regarding the severity of this report: Since with some effort old
version of files in /var/cache/apt/archives can be retrieved the data
loss is not final. However, no installed script should *ever* delete
files on my system without my consent. I was definitly not asked when
apt installed the script.

(Regarding cached files: Yes, I had to downgrade several times already
to figure out causes of bugs and it is quite painful to always
retrieve them from the net instead of just "dpkg -i")
