I had the same issue when upgrading (I first did an apt-get upgrade,
then installed the new apt to get the apt tool to have a progress bar
in dist-upgrade). I captured my /var/lib/dpkg/status and
/var/lib/apt/lists, if there's any interest, I can upload them.
The dist-upgrade proceeded by passing udev and plymouth, that is, running
apt dist-upgrade udev plymouth
