you submit the patch to the bugreport (which will be read by the package's
maintainers). At the top of each bugreport you will find a link called "Reply"
which will direct you to an email address of the form XXXXXX@bugs.debian.org
where XXXXXX is the bugnumber. If you write to that address, your message will
go to the bugreport.

For general packaging help you can read the Debian wiki or ask either on the
Debian mentors mailing list or on the #debian-mentors IRC channel. The latter
two are explicitly for newbies to ask questions and get helpful answers.
