Dear James,
I just saw the dataup package. It seems to do the thing I want but
don't know how to use the 'hook script with APT::Update:Post-Invoke to
do/display whatever you might want to' .

The dataup package :-

  specified in configuration file);
 * outdated packages that have a new install candidate (optionally).
