Document the format of /var/cache/apt/*pkgcache.bin, and how to fully
dump it. One might think the man page apt-cache is related to it, but it
is nowhere mentioned on it, not even in FILES.

This file is an implementation detail. Its structure may be chaned by an APT ABI break. You should not know its file format, unless you are working on APT. And it is sufficiently documented for developers.
