Bug#736860: python-apt: FTBFS if apt is pinned at 1002 or greater

tests/test_policy.py checks whether the pin priority of APT is greater
than 1 and less than 1001 which might not be the case. This causes
python-apt to FTBFS on ppc64.
We should either drop the test or use dummy repositories. I report
it as a bug so I don't forget about it.
