Bug#701808: apt: does not solve libjpeg-dev transition on squeeze -> wheezy upgrades

It's
1) not ideal, but also not serious
2) not something apt can do anything about at this point anyway

So if there's no reasonably sane fix for it in the affected packages
then we'll have to live with this.
