But I would consider it as a serious *upgrade* issue that shows up in
many different packages:

All packages in this list have something "kept back" during the upgrade
- and in many cases (especially those not directly involving obsolete
packages) libjpeg-dev is involved.
And keeping back something that is upgradable (or even removing the
package-to-be-tested during the upgrade while it is installable fine in
wheezy) is a serious upgrade bug to me.
