Have you tried installing open-cobol itself, and only this package?

in a squeeze chroot:
apt-get install open-cobol
sed -i s/squeeze/wheezy/ /etc/apt/sources.list
apt-get update
apt-get upgrade (open-cobol is not upgraded)
apt-get dist-upgrade

reproduces the problem.
