Bug#700715: Empty list of installed files for an installed package

On the one hand, I have:
$ python
Python 2.7.3 (default, Jan  2 2013, 13:56:14)
[GCC 4.7.2] on linux2
Type "help", "copyright", "credits" or "license" for more information.
>>> from apt import *
>>> cache=Cache()
>>> dpkg=cache['libzn-poly-dev']
>>> dpkg.installed_files
[]

while on the other:
$ dpkg -L libzn-poly-dev
/.
/usr
/usr/share
/usr/share/doc
/usr/share/doc/libzn-poly-dev
/usr/share/doc/libzn-poly-dev/REFERENCES
/usr/share/doc/libzn-poly-dev/changelog.gz
/usr/share/doc/libzn-poly-dev/copyright

So it looks like something fishy is going on...
