Huh. hurd-i386 is unfortunately not a release architecture (= no testing),
so the files are gone from the archive. After the next mirrorsync you should
be able to get 0.9.7.4 as out-lined above as it is currently building, so it
should be ready soon.

Alternatively you might have the files still in /var/cache/apt/archives
(if you haven't done an 'apt-get clean' or similar in the recent past).
dpkg -i apt_0.9.7.2_hurd-i386.deb libapt-pkg4.12_0.9.7.2_hurd-i386.deb
I've found the previous version on a DVD image, I can confirm that the workaround works.
