Bug#683786: apt-get cross build dependency resolution of arch:all, m-a:none packages

Packages in unstable must build using the first alternative, and the
buildds ignore any alternatives. So, if libmagickwand-dev is not
installable, the package has an RC bug as it FTBFS on the buildds
and must be fixed (is there one already???).
I don't have anything useful to say on the APT-side of that, though.
